Rouka and Gaen are fine.
Rouka is just unlucky that she's a single use character that's unrelated to the story in general and only shows up in one of the most melancholic Monogatari's to date.

Gaen is literally just antagonistic Oshino. If you give her shit for infodumping then you'll need to do the same to Hanekawa, Kaiki, Oshino, Araragi and Shinobu.
