Some big-name video games are released in multiple languages simultaneously, but I've never heard of an anime being dubbed in English before it airs

It varies between each show unfortunately. Just look up if a show is licensed here in the states and look up the company and see if they posted anything about a dub coming out. That's all you can really do.
