So each agent has two triggers, main and off for each hand (which kinda doesnt really matter really).

On each trigger you can have 4 triggers but you are only allowed to use one at a time. So in this case for example if you used asteroid (main) plus lead (off) you can't use your shield, which would be suicide in a shooter stand off.

I will elaborate after the dump.

It's probably a combination of things. On the one hand, Osamu's Yuma's captain, they know Yuma is loyal to Osamu, and they probably kind of see Osamu as Yuma's keeper. If they want access to Yuma's black trigger, side effect, and general cooperation, it's in their interests to avoid needlessly antagonizing Osamu and Yuma. On the other hand, Osamu's utilizing the power of tagging along, acting like he belongs, not speaking up and drawing attention to himself, and asking politely. As such they probably haven't paid enough attention to him for them to question why he's there, or if they have, they've just assumed he's there at Rindou or Jin's bidding.

Second, Kitora and Katori are actually rather mean. Kitora gets full of herself and rude and has a weird kind of inferiority complex that manifests as being, well, mean.

She's not only mean, but she's harsh-spoken and not generally a person you could call gentle.

Katori is 100% mean and that is because of her shitty life experiences. She's belligerent and aggressive and rude. That is being mean.
