First was excellent, second was strictly mediocre, and I expect the series to be a continual letdown.

The first is a 10/10.
The second has several problems, mainly the plot showing the limits of what should have been a stand alone story and flowing somewhat akwardly, and the music being weak or too much absent. The art and animation were still top notch though, and overall it's still good.
The series is probably the result of them wanting to tell a longer story with more developed characters without depending on the uncertainity of the OVA format so the writing will most likely be good. Art has already taken a blow though, the backgrounds look much worse.

This. Give Trigger carte blance budget-wise and they can work wonders. But in all their shows budget problems stick out like sore thumbs. Sometimes that contributes to the raw charm of the show (Luluco, parts of KlK), but if there's one thing that LWA needs is polished art and fluid animation. And no way the TV series is gonna achieve that, seen how the 2nd movie was already a letdown.
