The last full mecha anime they made was tsr over 10 years ago. They have hardly any experience in mecha compared to Xebec. It's a better choice. As for Bones and Sunrise they were probably too busy.

Well it doesn't help that KyoAni is difficult to hire to due backlog. The fact is KyoAni isn't the ones who did the original 1st season, so there is no specific reason why they had to be hired for the 3rd one. It is probably a mix of them not able to and not wanting to.
