Expiration is not because of any fault with the clones themselves but with sophie using the stone.
The germanians only managed to activate sophie to her true self with a fresh blood of izetta and she would have continued living if she did not use the stone. With regards to Witches, I'd ask three things:
1. How combat effective are they? (From what we've seen, very.)
2. What is their combat readyness, or more accurately for the small force we've seen so far, how often can they be used.
3. How much, and what, resources are their R&D, and their logistical support using?
Id like to draw what I view to be an apt correlation with the closest thing real life Nazi Germany had to witches: the King Tiger tank, for the uninformed, the biggest dick Germany actually fielded.
In terms of combat capability, it was fantastic. Frontally, nothing the allies fielded could penetrate it, and it's mobility was perfectly adequate.
It's combat realness, however, was atrocious. A King Tiger was twice as likely to break down getting to the battlefield than fighting. It's transmission had a service life in the dozens of kilometers, and the rest of the drive-train wasn't much better.
In terms of resources the story was worse. A single King Tiger cost 800,000 Reichmarks to produce, while for that cost you could build seven panthers (itself not a cheap tank) and still have some left over. And once it left the factory it got even worse: it's fuel economy was two gallons of petrol per mile, which Germany could simply not afford
