It's unknown if the Hagishikata fruit company got rich from Rokaka specifically, since it was founded right after SBR and I doubt Norisuke 1 would've dabbled in that shit. It's still hard to tell whose side Norisuke's on. I wouldn't be surprised if Araki revealed that Norisuke has a previously unknown stand power and Joubin is just a red herring. Either way, Norisuke probably doesn't appreciate Joubin dragging Damo into the house.

It works on everything and GER doesn't move in linear time, so it can negate anything Kars does regardless of how fast he is. DIO vs Kars can go either way. The World is much faster than Kars, so DIO can stall while thinking of a way to defeat Kars despite his near-invincibility. But ultimate Kars is the best hamon user and one moment of carelessness can cost DIO his life.

Kira vs Kars depends on two things:
- Is Killer Queen faster than ultimate Kars? If it is, then it can probably just blow to shreds.
- Is ultimate Kars' healing capacity faster than Crazy Diamond's? Josuke healed Hayato while he was being blown to shreds by Kira, so if Kars is capable of healing himself as fast as Crazy D heals people, then he can probably win easily.

Kars vs GER is a no-brainer. GER one shots him.

Part 4 was just Kira, probably about as dangerous as Part 1 Dio. Just people disappearing sometimes.

Part 5 was another stand mafia.

Part 7 would have fucked up the world the most if Valentine won. On it's face he's not doing anything bad, he's just reallocating harm. And after something like a super plague wiped out everyone else, even the US would start cannibalizing itself because the bad fortune would have nowhere to go.

DIO and Dio Brando outright state multiple times that they intend to take over the world or at least their immediate surroundings, and as of Part 6 we know that DIO would have eventually enacted his plan to develop the strongest Stand ever and become some kind of godlike being.
