Well, there are 2 things:
1) pacing, you can't have always the same thing going on every episode, or it can get pretty boring and fast
2)character development. If you want to have interesting characters, you need to show them in different situations, doing different thing. Show their relationship with other characters, show their motivation, their goal etc etc...
In this episode, you can see Lelouch, the nice/normal high school student (after seeing him executing his brother), you can see what he thinks of Britannia (Suzaku being bullied) and you can see his relationship with suzaku ("friends"). The fact that Suzaku saves Lelouch from falling, is useful to show why Lelouch doesn't want to kill him later (among other things like with the gas mask in ep1)
