No the police and armed forces in the Death Note verse all use visors to cover there faces and we can assume that it would prevent Geass from being used.

So it would be quite hard to take over the entire armed forces of the world in a way that wasn't recorded by L.

And remember that L Surmised that people could be controlled using the death note before they die, so any suspicious actions of the crew would be recorded supposedly.

Basically L would only be boned if he came out to Lelouch face to face like he did with Light and even then Lelouch would have to be careful as forced actions make be recorded.

And even if he did kill L. which he probably would Near is so untrusting of the task force that he would not let any of them get even close to use geass and would work it out that he also has geass.

But should Lelouch completely take over the world with Geass, then theres nothing Near might do besides kill lelouch which would go against the principle of L's which was to catch him in the act.

so basically you can't say that L. or Near would lose so quickly as a lot of the reasons they acted the way they did was because they assumed Light didn't have the eyes/ or any other tricks like a geass. If they caught even a sniff of Geass, L wouldn't have been so bold.

But the thing is that Geass is so OP that i don't see Lelouch/Light even needing the Death Note if they wanted to control the world. They could just secretly Geass people and world leaders and the public and have them vote to kill criminals. As long as he spreads in secret for long enough opposition would be too late.

Doubt he'd get a powerful punchy stand like Star Platinum, and it'd probably be as frail as he is. That sort of thing suits Suzaku or Kallen.
