95% of all animation is animated in Korea or Japan. You'd be hard pressed to find a western movie or TV series that doesn't have ties. Even Pixar and The Simpsons have the bulk of the animators being Korean.

There are like annual animated movie TV broadcasts but not really annual holiday specials. Typically there's usually some kind of seasonal thing going on while holidays are happening though. So Xmas will show up in a Saturday/Sunday morning show or maybe even a single cour slice of life.

It doesn't outcource, but the vast majority of its animators are hired from foreign countries. Just look at the credits. Literally 2,000 'Kim-Ul Park' and 'Jon Jee-Woo' names scrolling down the credits for 5 minutes.
