Probably a marketing strategy moreso than a hard-written rule. Production companies will have have to remove bits in order to sell their show to distributors and broadcasters in certain countries (e.g. Germany), so they'd go ahead and remove "offensive" references from the get go so they don't have to do additional work to sell.

Not sure what the case is with Hoods though. Maybe they have some room to maneuver in that respect.
