This is blatantly false. There is sex, but it is usually left implied, and for good reasons.

The first reason is that many people are uneasy with sex-scenes in non-pornographic media, and an anime with such scenes will quickly be regarded as "obscene", thus losing potential viewers, promotional partnerships opportunities, and good airing slots.

The second reason is that such scenes are usually useless, unless there is something inhabitual with said sex scene that should be portrayed for the sake of story-telling or character-building (the typical example being rape scenes).
What the viewers usually care about is "Are these character dating?". Stating that they are dating or showing a kiss scene is generally enough for that. Also, tons of anime couples have kids, which is enough to know they had sex. We don't need to know if they prefer it missionary or doggy-style.

"old" anime had sex scenes that were often pandering, and OVA mostly didn't give a fuck about political correctness and had an adult following.

And lastly, of course you don't have sex-scenes in K-on!, and if you need to make an argumentation about it then you just don't understand what "genre" is.

The scene is important. In fact, I'd argue that it's vital, because up to that point, Riqunni was a sort of crutch that Shiro leaned on to justify what he was doing. When he saw that she really offered no answers, going so far as to just ignore the obvious, he leaves her and goes back to try and get his life in order on his own. That final speech he makes in orbit is basically his manifesto to the world telling the listeners that we need to stop and appreciate the deeds we do because they are what give meaning to our existence.
