What would be the best way to go about cleaning raws like this?
They are scans of Big Gan, so the paper quality is awful. And the final translated product is in 3000px, so I can't downscale them either.

What I've been doing is just kind of a hard surface blur. Radius 5 with a threshold of 15. Level 100:1:210

You're retarded on so many levels. There is literally zero reason to downscale images, let alone to the tiny size of 1400px. I forgot that new state of /a/ has nothing but shitposters in these threads and they're not actually about scanlation.

Here's a tip, you can downscale without quality loss, but you can not upscale without quality loss. Meaning, that people who are not poor as shit can easily read manga in full screen without up scaling, and people who have toasters can just have the images downscaled to fit their online readers or small monitors with no quality loss.

This is the part where you rant on about your "1300 px standard" while being totally ignorant of why people even did that in the first place. The reason SOME people used to down scale things that small was because the only raws that were available were bad, so they downscaled the raws so that flaws in the page were less obvious.

I've been out of the loop since kindle 4, which was 600x800. Current kindles are 1072x1448.
There are 800x1280 kindle fires, but they don't fucking count.

Even if they were still being uploaded, Young Gangan has garbage paper quality. Just wait for the volumes. If you use ebooks, they'll even still have all the color pages in color instead of grayscaled like in the print releases since Square Enix does that for digital.
