Just because its fucked up, doesn't make it Seinen.
Once you get past raw suffering(Shoujo manga about abuse), Seinen tends to be somewhat tame outside of gore.
Josei can be extreme. Its all the horrors of Shoujo, with the added bonus of being for a mature escapist audience.
