Diavolo was in search of power but the thing is he already had it.

It didn't really seem as though he wanted to expand Passione too much, certainly not outside of Italy cause that would be too hard to control.

And the thing about stand power is that he did have the ultimate stand. Diavolo is probably the most self-confident villain in all of JoJo, he didn't need to prove anything to himself, he knew he had the ultimate power in the world so all he needed to do in life was maintain it by stomping all the threats.

You're not realizing that Diavolo is the culmination of what evil is up until that point in the story.
He has the insane hunger that Dio has, and the willingness to use any tactic against any opponent (though he doesn't really need to think about that part, considering what his stand does.) that Cars had, and he's a completely nutcase like Kira.
After this we start getting villains that don't quite seem like villains all the time, but rather people who are misguided or perhaps even have more righteous reasons for doing what he does than the protagonist themselves.

Both Diavolo and Giorno, to me, feel like two different takes on Dio's character and how he could have ended up.
DIO, despite being essentially the character that epitomizes evil in the JoJo universe, is not the "most evil" from our perspective, that's for characters like Angelo or J.Geil who are deliberately inscrutable black boxes. They cross the line further than DIO and they can be considered to be more vile. And Diavolo is on that latter end of the scale.

Diavolo always felt to me like how DIO could have ended up if he did not have traits such as his overwhelming soothing charisma, a casual demeanor, and a almost heroic determination (traits that are prevalent in Giorno). It's like Giorno got the best parts of DIO and Diavolo got the worst parts.

I wouldn't exactly call him a thousand times worse than DIO because of how Diavolo is purposely created to be self-destructive and unstable in a way that DIO wasn't and how his actions ultimately do not have that over-reaching impact (which is a good thing and part of his character). Diavolo is like a toddler throwing a tantrum compared to DIO.

But ultimately, that's part of why I like him: it's fascinating just how completely batshit he is and I like how he's presented, especially compared to Kira. He was purposefully created as a "bad end Dio" and I really like him for it.
In fact, the fact that he is more vile and unstable than DIO without being anywhere near as dangerous makes his name all the more fitting.

But if I were to call any JoJo character besides DIO the "culmination of evil", it wouldn't be him, it would be Pucci.

It's more like Dio was an ascending human, Cars is what he ascended into but even he took himself higher, DIO is Dio's idea of the perfect version of himself seeing stands as his unlocked ability that surpasses all others.
Kira was a departure since he was ambition-less and was only after being left to his own devices. Which just happened to be incredibly perverse and psychopathic. But even he had his own morals and way of doing things without disturbing the world too-too much.
Diavolo is just everything bad about every other villain, and he also has a second personality he pushes all his evil deeds off on. Assuming Doppio is the original "just a boy" persona.

Sort of. It's actually a bit more complicated than that.
To understand how Giorno and Diavolo relate to each other first you need to look at their symbolic value. I'm sure we've all heard of the "son of god sends devil to hell" thing but that's not all. First let's look at the key components here: DIO = God/Fate, Giorno = Jesus and Diavolo = Devil.

If you study the Bible's history you'll notice that God is actually just as evil as he is supposed to be good, he does a lot of horrible things and sets down a lot of horrible laws. This is partially due to the Bible's inception as a way to keep citizens from revolting agaisnt their leaders, to instill a fear and admiration of God. Ultimately, God is less of a character and more of a force in the Bible, for evil and good. And DIO takes half of that role as well as the overwhelming force of evil in the series whose actions affect virtually every single character, Araki himself stated that DIO doesn't just stand in for the epitome of evil, but also for the fate that the characters must conquer (even in parts where he is not present).

The other half of this role is, of course, Jonathan, the big force of good and the heroic spirit that the Joestars have (the fact that the both of them fuse into one, DIO, further supports this).

Then, Jesus. In the Bible, Jesus is not anywhere near as sketchy as God, he's the savior figure that humanity will look up to. He has his flaws as a character that he needs to overcome but he doesn't fall into temptation. God is the massive force that rules over the universe, but Jesus is the kind savior who is ready to lead humans into being accepted by said force. He's the human part of God, he's goodness incarnate. And that's what Giorno is: he's the good part of DIO. He inspires others (Narancia, Trish, Bruno) to become better themselves. He acts as a savior.

Which leads us to Diavolo.

Lucifer, contrary to what one would assume, is not the big bad force of evil within the Bible, he's "a" force of evil, not "the" force of evil. Lucifer is like Hades, he is a tortured, evil soul cast away as punishment fulfilling a purpose (punishing the wicked). Let's look at his backstory

Paradise Lost: Lucifer decides “Better to reign in Hell than serve in Heaven” and rebels agaisnt God. Lucifer fails in his rebellion, get cast from Heaven, and manages to stir up the others who fell with him. He is in Hell as punishment, but he rules over it even though Hell is really God's domain. He poisons the new earth and so it leads into him tricking Adam and Eve.

Now let's look at Diavolo's backstory

He burned down his town, clipped his relationship with Donatella and abandoned his child, and after obtaining the arrows he started Passione and started dealing drugs and murdering people despite being raised Christian. Succeeded in becoming the most important drug provider of Europe. Then he employs people who were cast away, rejected, evil, orphans with no where to go and has them spread his evil bidding.

Ultimately, Diavolo's place in the JoJo world makes him a counterpoint to Giorno because they both fit that allegory for Jesus and Lucifer: they epitomize good and evil, under the massive force that controls the universe they live in (which is fate, in the form of DIO). They are products of said force as characters, and their existence revolves around how they deal with the fate given upon them.

That's why this allegory exists.

So really, Dio's death was only even possible in that manner because he had a stand. No matter how strong Star Platinum is, you need either the Ripple or to be a vampire yourslef to kill a vamp with your bare hands, much less one shot him from a mostly healed state. The World does not share that immortality though, he will be healed up when Dio heals, but if HE can still be one shotted by a punch.

Its quite an interesting weakness, sure Dio can't hope to stand up to stand without The World, but he could also guarantee living in several situations by not even bringing it out. He's better off taking Star Plat's punches straight to himself.

In contrast, Giorno is the son of the character central to the theme of fate in the series, he's the legacy. Wherever he goes, he brings life, whenever Diavolo appears, there's death. He doesn't mind when fate is against him - unlike Diavolo, who expects everything to fall into his lap, he's not seeking a complete escape from fate. While he does seek power, he learns from the sheer power of the arrow it's all within what's already predetermined, which Mista inadvertantly learned in Rolling Stones.

tl;dr diavolo is a man who desired an escape from fate and suffered, giorno is a man who makes the best of what's given to him and ascended. Very biblical.

Part 3 is a group of friends going on a road trip. Every Stand battle is a stop along the way. Some battles developed the plot but others were fun romps.

If Araki and DP willed it I could easily see them produce OVAs of brand new battles. Preferably ones that showcase characters who had fewer battles like Abdul, Kakyoin, Joseph, or Iggy.

The same can be said for Part 4. There can always be new citizens and features of Morioh. We could very well see further adventures of Josuke and his friends too.

No, the thing is that SDC has a lot more arcs and fights than DIU.
But most of those arcs and fights are very short to fit into 1 episode or to long to fit into only one
most arcs in 3 are either 2/3 chapters long or 5 or 6/7 chapters long
while most of the arcs in DIU are 5 or 6 chapters long
tl;dr
3 has more arcs but they are shorter and 4 has less arc but they are longer

Truth be told, Araki actually said he designed it with the idea of combining a revolver and an automatic pistol.
