I tend to dislike romance anime/manga because most of them involve some drama/misunderstanding cliches. If I had to choose, I'd choose Spotted Flower because that's heartwarming as fuck. I love romance in non-romantic anime/manga though.

The best I've seen are Kare Kano and Kimi ni Todoke.

But Toradora is also good.

kimi ni todoke was ok, it didn't need a second season but I'm glad they ended it so well.

For classic romance I liked Shirayuki a lot, it was comfy with a nice soundtrack and visuals.
