As much as they lifted from the anime it still doesn't really look like GITS to me. For one thing every adaption no matter hownfar removed from the source material still had a very (for lack of a better term) "Shirow" look to it. Newport City had a "over in" look to it while this looks too clean, where are the "Seburo" guns that section 9 uses. The weapons in here look like generic sub machine guns where Shirows designs had a more rounded looks to them.

I imagine this is because while the anime looks to the manga for its inspiration, this movie looks to the anime. Guess that makes sense since most GITS "fans" these days don't seem too familiar with the manga.
