I want to add that the conclusion of this arc pretty much means that we will never see fusion used in a meaningful context ever again because more powerful characters are apparently incapable of remaining fused for more than 3-5 minutes and therefore can't play the key role in winning any fights.

He's a scientist and he had samples to work with. It's not unbelievable that with enough SCIENCE he made some real monsters. He probably knew right away Goku could grow much stronger given his fight vs Raditz vs his fight against Vegeta, like several times as strong.
