Anon, at the finale of the Cell fight where he and Cell are exchanging their final energy blasts, Goku was wondering why Gohan wasn't winning it. He then realizes that Gohan, after all the shit that had just happen, was still holding back. When pressed about it, Goku realizes Gohan was worried about accidentally destroying the Earth if he ever went all out. It took Goku telling him that they'll just wish for the Earth to be back if it was accidentally destroyed to get him to finally go all out. Gohan just doesn't have the mentality to ever fight seriously.

If you could rewrite this arc A how would you do it?

Black is Goku from another universe and in that universe there is no Frieza or Vegeta or Earth either. Black is not destroying the earth for the lulz he is on a mission that requires the destruction of the earth, by someone higher than him and its not a fucking Kai either.
Black's ridiculous strength is due to it being granted to him as a servent of his higher up

There is no back and forth time travel either Goku and Vegetable enter Trunks time and stay there until they beat Black.

Toei is spread thin and they took on more than they can choose.
Even Toriyama himself is displeased with the quality of the anime. That's why the manga is going to be ahead of the anime again so it can set shit straight with proper storyboards to replicate.
I also bet you're not caught up to the newest arc, the director got canned and we got a new one for the Zamasu Arc and Toei's top key animators that were working on the One Piece movie "Gold" returned and they also got a budget increase after TA himself complained. It's bit better now than the movie filler arcs for sure but it won't drastically incrase until after December.
