Goku fought Piccolo Daimo after training under Kami, and Piccolo Daimo died. But before he died, he spit out an egg carrying his reincarnation, Piccolo Junior. That's where Piccolo came from.

Anyway during the Android saga, the Nameless Namekian finally returns after all those hundreds of years. But because everyone remembers him as Piccolo, the Nameless Namekian still refers to himself as Piccolo.

As for your question if Piccolo will be relevant again... there are a few options.
One is to give Piccolo telepathy and advanced ki sensing or remote sensing, so he can become like some kind of battlefield commander - kind of like the Kai, but a more hands-on approach by telling Goku or Vegeta when to use what attack, when to lower or raise ki, etc.
Another path is to teach Piccolo some new magic. Namekians have always been about weird magic, and it'll be interesting to reinvigorate it.

Of course, you can cheapen it all with more fusions, but I think that Nails and Kami are fusions enough.

Between the animation being so bad for most of the series so far and the writing being consistent and inorganic, it's no miracle people feel disappointed with Super. Hell, over 20 episodes were retreadings of things we'd seen done better less than two years prior. That's not something anyone should be accepting.

I think cour-long arcs of the current arc's quality (or better,) would have worked in its favor. Drop 12-13 episodes for an arc, take a break, drop the next 12-13 in a new arc. The animation would be more consistent and perhaps the writing would be better as well.

Outside of budget and the lack of seasoned directors (who still show up every now and then, and those could probably be negotiated with,) those are all things Toei could have probably worked around if they cared about the property. They don't, though. Everything was poorly managed from the very beginning, and that's nobody's fault but Toei's.

I think a big part of the problem is that Super is ongoing in the purest sense. Outside of a week delay every now and then, they don't really take a break.

I'd prefer small batches of episodes of overall better quality than a continuing stream of subpar shit.
