This is just heacanon, but right now I'm assuming that Quirks that affect other Quirks only work on the "base" one. Say Twice or Monoma were to use theirs Quirks on AfO, the clone/Monoma would only get the base "steal Quirks" power without the entire reservoir and would have to steal their own Quirks. Would probably be a similar deal with Toga: you could take/copy/clone Transform, but her "blood bank" wouldn't transfer over so you'd have to start from scratch on gathering blood. It's even possible it wouldn't work on Deku because he has no Quirk at base and OfA can't be taken.

That's how I'd balance it, at least.

Compared with Naruto or Bleach, where we simply have "MC and the rest", I think Hori did a better job establishing that the main cast is Class A as a whole. Yes, Deku is the protagonist and the story is about him, but in a way that dont forget that he is part of a class and that this class will need to struggle together. And until now, his academy mates seem to have come to stay until the end.

This also comes with the problem that is difficult to develop well a whole group of some 20 characters. Someone will always stay more or less forgotten, or some characters will need to be put aside while the author try to develop others.

There is an obvious shift on attention towards Todoroki after the Sports Festival.
