Those parts is untrue. Land of Magic isn't omnipotent or perfect, they can't be always there. They tried to keep tight control of tight control of Magical Girls. They tried to uphold and set rules but not always people followed it. There will always be illegal actives behind the scene and bad apples. They certainly aren't that lenient or uncaring.

LOM has pros and cons, so far it has done more good than bad. Despite the corruption problems, LOM has loads of good people that still care. Most of the LOM problems are the same as real life government problems really.
