You can say a lot about where Miyazaki's background comes from, but this is just wrong. Just compare Conan to other Nippon Animation anime of the time. Conan is more than recognizable as Miyazaki and yet is blatantly different to what else NA was doing.

As for the artsyle, note that there are far more people than just Miyazaki drawing frames. Also, there is likely an intentional attempt to keep things consistent looking, so that people will identify it as a "Ghibli film".

Yes, but they're based on the character designer's work and corrected by the animation director(s) (often the same person as the character designer) so they all look consistent. They work under Miyazaki's instructions. In some cases he's officially been the character designer.
