If Esdeath was alone the enemy would just avoid her, and if she was all the empire had to offer, the capital would fall the moment she would go away from there.

I think that means that we just haven't seen her reach the limit on the amount of ice she can create, outside of only having the energy to use her time freeze one a day, not that a limit doesn't exist.
And she's found a way to replenish energy by re-absorbing it from early ice constructs

Many of the characters fighting for the empire had positive traits. Tatsumi at that point was close to both Esdeath and him in close combat. In long range he did have a bad matchup since his teigu trump card was a focused beam and pumpkin is the top dedicated beam weapon.
Esdeath can just keep launching spread ice attacks and Mine would be quickly overwhelmed, even when her teigu is heat based since it can only focus at one point at any time.
