I think the idea of TV on the scale of Breaking Bad , Sopranos, various other things is beyond the mentality of some Japanese people.

To sustain a narrative of over 20 minutes minus OP/ED/Previews is beyond some.

This isn't that unprecedented. Western fangirls like Bendydick because he's kind of effeminate and boyish looking but still somewhat aggressive and "cool." Figure 17 and Katanagatari had longer episodes, some shows have longer first episodes (Hibike S2, Rakugo, Re:Zero).
I think that they don't do it because they would need to change a lot of things about the way they produce shows, and they would probably have to pay more for TV broadcasts.
