DBS is a loose continuation, Crystal is a newer adaptation.

Why are you limiting it to the '90s? There is nothing inherent about that decade that makes its series impossible to reboot compared to other decades. Anyway, I haven't watched it, but I haven't heard anything bad about Ushio to Tora. And if you aren't restricting it to a stupid time frame for no reason, there's been Osomatsu-san, Lupin III, Gatchaman Crowds, Hakaba Kitarou, and Tetsuwan Birdy Decode in the last 10 years. I don't think anyone is expecting the new CCS anime to be as good as the original but it's not going to be SM Crystal tier because that was all Toei.

It's not even a reboot. The Clear Card Arc isn't simply a reboot. It most likely will tie in to other CLAMP works, most definitely TRC

I am not sure how to feel about Clamp's TRC/parallel world hijinks. TRC was a big letdown after a while and I am kinda getting tired of this series and xxxholic which are basically endless series by now.
