Oddly if you compare lines, there's plenty of parts that are different. Shading on ears covers different areas. White within ears is different. Tongue shape is different. Some of the fur near the chin is different.

It's clear that it's not a total redraw but if you look closely it isn't a complete copy/paste either. I get the feeling they may use the same base and both are traces with extra details added on.
