Saitama is simply to lazy/unambitious to be effective at being evil.
The story would revolve around the government secretly setting up worthless petty shit for him to commit instead of doing real damage.
It would progress towards some Truman Show style shit, since he can't fly and doesn't like running anywhere anyway.
