No. Kishimoto has no fucking idea about world building and fucked this up at chapter 1. Right after the Zabuza arc the cracks became visible.
Also, most of the characters are bad. Sasuke was a mistake. Itachi was a mistake. Kishimoto didn't think of a proper backstory for those siblings and wrote himself in a corner several times. He tried to cover it up with shitty plot twists and it looked awful. He changed Itachi's design when he realized that he couldn't keep going without involving him further.
The inconsistencies around the theme "hard work versus genius" are additional evidence for this lack of planning.
Part 1 is hugely overrated because of nostalgia and the lack of a critical fanbase. Kishimoto achieved something. He managed to invoke a lot of emotional attachment to the series. That is something. But it's also pretty much garbage, on the level of Twilight.
Its only good because he literally copied from Togashi. After the exam he stopped and it became shit.

The art only got better as the manga went on, but in the beginning kishi was heavily influenced by sword of the immortal, which is one of the greatest manga of all time. You will notice a similarity between both artstyles, especially the focus on the hands.
