what's just as questionable is that the majority of anime/manga i have seen/read are typically highly regarded.

Young people watch the most TV and buy the most merch.
There are other reasons that anime characters skew younger, but the 15-25 age range is universal in popular media. Even more adult shows will shoehorn in a teenager.
