I'm really glad that the tone of this season is much more consistent than last season. The constant yo-yoing with the SD style comedy really ruined it for me.

One problem of Bungou Stray Dogs is that it's an adaptation, meaning that people already know what to expect, and most of the fans of Bungou Stray did warn everyone that it will become a boring shounen tournament show later on, which simply caused almost everyone to stop caring about it.

If I had to guess, it would be via some weird mutation. As for why, that's pointless to ask if it's actually a mutation. Sort of similar to asking "why is (person x) so smart" or "why is (person y) so fast".

Doubtful, since I'm 90% sure that nobody in the Port Mafia knows about the three of them meeting there.

He's still new to using his powers. The Akutugawa we saw last season has had like 8 or some odd years to hone his powers. He mentioned last episode that he was never able to stop bullets prior to Dazai shooting at him, so it makes sense that he still can't fully control his powers. As of this flashback, he can probably only attack or defend, not both at the same time.
