I would call most of his works unsettling rather than outright scary. Also, I think most people don't read it for the spooks alone, but also for the absurd comedic effect.

Nah, looking back at it now only the drawings were disturbing but the stories were actually very tame (probably because its a childrens book). I wouldn't say that ito's works are scary more like they're creative, unsettling and interesting.

Most of Ito's stories I find silly, but the Human Chair really got to me. I was legit scared of my couch after reading it. I guess horror really is subjective.
