Not sure you can really name a "best" timeloop, but it's easier to agree on which ones were of poorer quality like Endless 8, Madoka, and Re:Zero. Not to say the shows themselves were bad, but in terms of capturing the key components of a time loop they were lackluster.

There are two types of groundhog days. Those that are self imposed and those that are accidental.
For example Madoka and S;G
Why does Okabe go in the time loop? To save his childhood friend.
Why does Homura go in the time loop? To save her ''best'' friend.

And for accidental or done by an outside party at their own whim:
Why did Takeru get stuck in a time loop? Because his childhood friend wanted to free herself.
Why did Bill Murray get stuck in the time loop. Because God or whatever wanted him to change.
Why did Kyon get stuck in the time loop? Because Haruhi wanted to have more fun together with her friends.
Why did Watashi get stuck in the time loop? Because God wanted him to change.

Higurashi belongs to the first category but is more personal.
And why did Rika go in the time loop? Because she wanted to live and be happy.

This is why Rika is the best. She doesn't go in the time loop by accident or was forced into it. She choses it and sticks with it for her own sake because she has no alternative or choice. It's more personal. She's not doing it for the sake of her friends or to be slightly happier, but because she has no alternative and just wants to live.

My problem with the The Girl Who Leapt through Time is that it builds up a great time travel story with a good protagonist and her innability to grow up and then throws it all away for basically no reason. It was getting good with chaos theory showing her that no matter how much she helps, someone will always get fucked by something in the end.
And then BAM, the rock apparently has a usage limit and it's out of juice, which was never established, one of her best friends happened to be a time traveler, and she is fine with falling in love DESPITE THE FACT THAT THE REASON SHE WAS RUNNING AWAY WAS BECAUSE SHE COULDN'T ACCEPT ONE OF HER BEST FRIENDS HAVING FEELINGS FOR HER.

Like, wow. Fuck this movie. And fuck everyone who likes it.
Madoka has cardboard characters but at least had an alright plot that stayed true to its theme and message. I dropped Re:Zero at whatever episode that DESPAIR guy showed up.

That's the arc of EVERY time loop characters who remember their loops. You become jaded to everything. At a certain point, you just give up.
Homura and Okabe could've always given up and there is no indication that either of their friends was worth all the trouble.

This is why that protagonist in Re;Zero felt like bullshit. He had no reason to save person X from dying because he didn't know her. It's only when he started dying without explanation in the mansion that it got interesting because the loop then became about surviving rather than saving someone.
