Like I said they can run faster than them. Have you forgotten episode 4 where Teru can almost teleport. Mob can do that too because they know the basics of psychic powers. The Claw espers focus on specialties so they can't do it.

I think it's based on visualization. It's how clearly you can control what you want to happen and then the powers move to make that dream a reality as much as your current level dictates. The black holes looked like soap bubbles to reigen so it didn't scare him to just pop them. So to facilitate this the powers gathered like a shell.
This is why sometimes mob can get his shit rocked a little, if someone out thinks him then even the power difference can be bridged a little.
When you want something specific you have to practice a little more like the air whip as it's using a tool fashioned of power to move things instead of just using the psychic power organically. It's more advanced than routing the power in a bubble or shooting it. Teru has always displayed a little more fine control. Possibly because he used his power as a support to secretly do things for so long.
