David is confused. Hasn’t he become the guardian of the Sacred Palace?! Ugo, however, let’s him know that he knew full well what Arba and him were planning, and that they would use Sinbad - their plan was obvious. David says that can’t be possible, as he became one with Il Ilah.
Ugo then explains that the the Sacred Palace is an efficient system that circulates the energy from Il Ilah’s world, and he became part of that. So, he had an idea - what if he could also include God in the “dollhouse” (you know, how David playing with the world was represented as a dollhouse)?
And then, after many hours of research he noticed it: God’s multi-layer structure. So what did he do? Why, change the order of course!! (basically, he became higher than God in the pecking order).
David is… a little shocked. And by a little, I mean a lot.
Ugo goes on to say that a minute ago he told Sinbad that the characters in a story cannot surpass its writer. I do’t really understand the next part, but he finishes by saying that even God has a hierarchy.
I’m assuming David then has a meltdown or something, because he exclaims this is all wonderful, and that his loneliness has been eased. They should now speak on equal terms, as fellow gods (lol). He holds his hand out for Ugo, who basically is about to squash him again (lol x2).
Then there is a cut to David laughing that he is a God. No idea what is happening there.
Chapter ends with a panel of something and someone saying “Sinbad?!”.
The blurb for the next chapter says that everything (the Sacred Palace, God, even fate) were just an strategic move, and asks if Sinbad might overcome all?

Destiny is not predetermined, not even by Ugo. Ugo only regulates the flow of the rukh, this means that he governs the process of rebirth. He purposefully made Sinbad a great man and set the path to him becoming the great king to unite the world by giving him power (Sinbad has the largest magoi reserve in the world) beyond anyone else, but he can't influence his destiny.

Of course in this chapter we find out that Ugo has already fucked the divine hierarchy and thus there is room for many other things we don't know. However, assuming that Ugo is faithful to Solomon like he said to be, he won't fuck with destiny.

It's implied in this chapter that David is Sinbad's black rukh, and thus it is safe to assume that David entered inside him when Sinbad's first country and Celendine died, making him fall into depravity. By that point Ugo could not influence him anymore, just as he couldn't with Judar until he met him in Balbadd at the start of the series.

On the other hand Sinbad not only relied on the Rukh to exist but also on the metal vessel's power. Relying on other's tools and think that he can attain power like that when he didn't know shit about the structure of the world or theories.

Sinbad is too arrogant to not realize that and he just think that because he is special so he can make something happen and neglect the preparation phase.
