Yes and no. It depends on what you're trying to do. And the switch to digital already reduced the cost of hand drawn animation drastically. No CGI required.
But for certain things, like backdrops or objects that don't change much (see mecha, cars and houses), CGI is cheaper. Still looks uncanney valley as shit though. Even in Miyazaki films like Spirited Away, it pops out.
