I wouldn't say objectively bad. Of course they're bad, but not objectively.
Objectively, they're usually low budget, picked from a very slim cast that may or may not line up, and even when they do find gems for characters that fit extremely well that luck never covers more than a few characters at most.

The only dub I've ever enjoyed more than raw is Ghost Stories. But that's out of obvious parody humour, not acting quality of any sort.
