Char's motives were pretty simple, whether you agree with them or not. So long as the Earth Federation and the Space colonies exist, the constant fighting like in 0079, Z, and ZZ will continue because the EF will pretty much always want control of the colonies and there will always be radicals in space. He believed in Daikun's theories about newtypes and agreed with Amuro that people need to become newtypes to understand each other.
But after seeing the conflict from the sides of both Zeon and AEUG, especially with Kamille's mindbreak and the colony drop in ZZ, he decided that there would likely be less overall deaths and conflict in the future if he simply forced humanity to migrate to space with the dropping of Axis, making them become newtypes instead of remaining on Earth.
