Destroying stuff to get Goku & the others to fight him makes sense because he of his sayian genes, and he doesn't care about collateral damage.

But if he won would he really just go destroy planets? Why? Frieza was about control. Buu was anarchy. What the hell was Cell?

Tortured Gohan and destroyed 16's chances of ever seeing Earth again.

Being that he's programmable why not revert his programming? Or wish him good like buu?
Or maybe he realizes the best chance at a good fight would be to raise civilizations and train their strongest.
Or after being defeated he realizes the strength of teamwork/caring about others or that his soul/mindset was actually imperfect and in pursuit of perfection, strives to reform himself, maybe even resetting himself to escape his creator's flawed programming.

Vegeta though wasn't that interested in Wukong until he got his ass kicked by him, and really he should have won that fight, it took a lot to beat Vegeta so him staying around to fight wasn't a terrible idea. Before that though his only real interest was in killing the guy that killed his people, and the immortality he expected he would need to be able to do that. Though after joining up with the main characters Vegeta's character became, bland.

Buu is a magical being, that was created from evil itself. However with the kais influcence he achieved some goodness in him. He had the chance to redeem himself, and he did that when he fought his original self.

Cell on the other hand is a sociopathic prick, that only wanted to kill Goku as he was programmed to, and then destroy as much of the universe as he could. Just became of muh perfectness.

How is Cell any different from the other two? He was literally made to be evil and in terms of what he's done he did far less damage to the universe than either Vegeta or Buu. Despite being in perfect form he was basically a child in terms of lifespan by any standard of the genes he carried.
