Likely the Reiss family got greedy and decided to steal/take their power and escape from the world that people normally live in, and used the power to create the walls and be rulers themselves.

Zeke and co might be able to turn people into Titans but likely can't change them back without the Reiss power which is why the war goes on. I don't understand why shifters don't use superior tech against the walls and shit and why haven't they made a move to just tell the people we have this kinda technology.

There is probably going to be some big shift soon because of Eren's father going around on boats as a doctor, probably setting some shit up in advance for when Zeke gets to the walls
