The lower the budget, the less businessman oversight there is and the more free the artists are to create things. It's true in any moving pictures medium.

Doesn't always mean the result is good, though, just that it's free to push boundaries.

I don't think good animation necessarily makes a series less funny, but cheap looking comedy has it's own charm for the same reason that gag manga often suits simplistic/rough art.
