The thing about High DIO is that his moments are really supposed to be short and frenetic to give a sense of urgency to them, as if "Jotaro's gotta stop him right fucking now or the world is doomed". But I do prefer the story progression in the OVA where there are more moments with High DIO that have him actually do High DIO stuff, to cement his insane strength and the threat he poses.
Of course, manga DIO's World is unmatched, but the OVA had a lot of good things going for it.
