Interesting design...

You might have noticed that Tenchi+Ryoouki is the ONLY two who is directly looking at the audience.

This is EXTREMELY rare in illustrations that contained that main females. It is standard illustration trick that you can make a female more attractive/alluring, just by making her look directly at the audience with her eyes.
There is no reason why all the other girls can't still stand in their position and yet look at the audience. Mihoshi in particular, despite being in the middle, is deliberately drawn with her looking away.

If I want to hypothesize, this is because these women are TAKEN. Tenchi hadn't married them yet, but they are his wives to be. So here we see a man showing off his harem and his harem in return, don't try to flirt with the audience. Hence the lack of eye contact.

Compare that with this War on Geminar art, where it is basically the same setup with the guy and his future harem. Note that they are all facing away from the centre but they ALL look towards the audience. See the difference? That's being flirtatious to the audience.

I am implying that the promo art is done differently on purpose. The whole thing about drawing cute girls staring directly at the camera is like lesson 101. They know, they decided to not do it here. This is likely because the 4th OVA isn't about girls fighting over a man anymore, and the art reflect that.

I could have excused the other girls, but Mihoshi's position and how she looks away strongly imply the message of "this is not about YOU (the audience), we have a story to tell here."

Pay-per-view cable, no advertising, and worst of all, aired only once every two weeks. It was impossible to maintain threads on 4chan about it because people forget the show existed by the 2nd week.

And pay-per-view is NOT how most Japanese watch anime.

Basically they saved money by not buying a normal TV timeslot, but lost profits because most people don't even know the show existed.

Was it bi-weekly? I seem to remember it was released further apart, but my memory may be at fault. Another reason why discussion on the net was pretty much impossible was because decent rips of aired episodes were almost non-existent. Only shitty rips of bad realmedia-tier webstreams turned up if you scoured Share. As you may have guessed, no subs whatsoever. When DVDs and, with a delay of a month, BDs started to get released, western fans (the few that knew it existed) went as far as paying money to have someone sub it.

Fyi it was originally planned out and produced, as a regular weekly tv series, which ended up with 2 episodes getting stuck together into one "oav" episode. If it had aired normally on tv, I think it could have gathered quite a gathering, but alas, it never happened. The premise, the mech battles, the top tier girls, all of this would have made for a nice little success. Just look how "isekai" stories a getting lapped up by the truckload atm.

You are, in fact, talking to one such fan. As you might realise I have invested a lot into the Tenchi franchise and want the fandom to grow. So assume that I would be present in most Tenchi threads on 4chan.

Sasami has never gotten impregnated yet and we haven't reached the point where Tenchi kisses Sasami and Aeka's mother and it is inevitable that Sasami and Aeka's mother is the only surviving royality in the far future after the previous Jurai Emperor passes away along with his other wife.

Sasami and Aeka's mother will eventually move in with Tenchi, too, and the author did say before that Tenchi eventually becomes more Yosho-like in appearance and moves to Jurai.

And Tenchi is younger than his aunts.
