Well, it's kind of funny that anime Axmann is less of a sadist then anime Beatrix or anime Lise.

I mean, limit yourself purely to the anime (no LN/Requiem/BiS, just the anime) and what exactly has he done? Mindbroken Lise? That's no where near as bad as what anime Beatrix does. And Lise's ordeal is bad, but it does seem pretty tame. No baby rock, no forcing to snitch on friends, just her having to please men with her body (and even then, she is implied to have learned to enjoy it just so the NTR freaks can have something to jack off to). The anime also implies that Lise deserved Axmann's treatment. Not to mention that Axmann ultimately let's Theo go instead of liquidating him, which is another positve. The 666th look like they got way worse torture then anything Lise ever received.

Beatrix commits the most murder, and is responsible for all the on screen torture. How many people has anime Axmann killed in cold blood? Beatrix is also shown to greatly enjoy hurting others, sometimes even her own soldiers, whereas Axmann is somewhat neutral to his evil deeds, like he doesn't particularly care just so long as it puts him ahead. Anime Beatrix is implied to do evil because she enjoys it while anime Axmann does evil for a purpose rather then an ends.

Welcome to three reasons out of 10 billion of why people say the anime was horseshit.

Once you read even the first LN, let alone watch some of the VN, you realize just how much they fucked it up.

In this scene, for example, in the LN AND VN, Beatrix was smiling and giggly. They only kept the smug, and reduced it's length. And this scene specifically, they deleted the entire fucking lines preceding it and after it, turning the whole scene into something it was not at all. And to add icing onto the cake, Axmann was never there.

Alright, you go ahead and join the military and then take in a defector with little to no of the usual paperwork and have fun dealing with internal investigation. Beatrix was there because Katia's induction into the 666th was suspicious as fuck, it has no bearing one way or the other on whether she's evil. The point was that the anime changed everything so much using it as a basis for anyone's character, including Katia's, is one based on a severely cracked foundation. Add in the even more anime original scenes like Mirai's execution and you get a jumbled mess that months after the last episode airs we still have tards circlejerking themselves into oblivion that Beatrix was satan incarnate and that the rebels literally did not do anything wrong.

The stasi aren't the main cast, so no.

Theo is someone who kills with no remorse and falsely attributes his own misfortunes on his perceived enemies to justify his wanton manslaughter.
Another is Gretel who kills people on a dime and has no qualms on torturing enemies to the state and therefore by extension herself.

They can be argued to fight for a good cause, but their actions on their own are what constitute as evil. Gretel and Theo alone commit enough evil to cover over any passion from the friendlier people on the main cast.

I don't want to sound like I'm being too biased, though. The entire cast are shades of grey.

Theo shoots Katia in one of the bad ends just because it would be too much of a hassle to bring her back to base, and Gretel is responsible for the majority of the bad ends where she executes Theo for thoughtcrimes. They aren't very good people, but then, their situations don't really allow them to be good either. Still, you have other characters who go through hell and still manage to be good people in the end, like Walter, Pham, Kurt, or Annet, so the situation may not be a a very good excuse.

Watanabe throws this out because he wanted to make Theo more heroic, which makes the douchebaggery moments the anime keeps (like using human shields) feel out of character.

Only in the anime. Schmidt is a dictator for sure, Beatrix has her ambitions, but Axmann is the only one who is really pure evil in every sense of the concept. The guy mooches off of his superiors and causes unnecessary suffering even when it is detrimental to his goals. The anime toned this down, even going as far to pass Beatrix's charm to him, but even at the end we see him making backroom deals with the Americans in order to secure a cushy bureaucrat job or something. He'd be spending time in The Hague if he ever survived SM.

To be fair, you've described Takeru outside of Alternative too. Actually, most of age's heroes are weak willed, parasitic individuals who rely on their harem carry them but are unable to do the same for their harem, leading to a lot of death and misery. Now that I think of it, Beatrix's central motivation is very similar to Theo in a way. They may not believe in their ideology, but they definitely believe in their lovers, and that's enough for them. Odds are her entry point into the battalion wasn't the same as Lise's, not every Werewolf is gonna have a brutal past or be broken into Stasi service in the most inhumane ways possible. But Beatrix's recruitment strategy is generally based on finding those with the talents and experience she's looking for to do the job and do it well which usually means her pilots have been put to the test beforehand in one way or another.

Katarina could have been picked up for her piloting skill and that was the end of it assuming she was alright with the darker aspect of the 101st's work. That said I'd say its too late to call any of the wolves innocent, they've all seen(and done) some shit. Makes them all the more interesting when they really know all about the worst life has to offer. And adorable.. But if any of them are not effected or irreversibly changed by their work then you got yourself a textbook psychopath.

And Lise is still a good girl, just with a healthy dose of nihilism thrown on top.
