I doubt any established studio right now has the equipment, staffing, or training to produce a cel animation. You'd more likely need to set up your own studio, train everyone and bring in old timers, and then spend years and millions of yen gathering supplies and equipment. Assuming that all manages to work, do you produce the work on film or just photograph the cels using high definition cameras? I guess film if you want that final analog feel, (it'll have to be transferred to digital regardless), but that also means you'll need the finest 35mm you can come across, or might as well jump to 70mm since this is a one off project that's never going to happen again.

The 80's was the pinnacle of anime artistically and visually. This is due to the economic boom that was happening in Japan at the time allowed studios to experiment a lot more and with more budget. Also because the otaku influence was starting to seep in so you had series aimed at them instead of just kids showsor shows for a general audience like Sazae-san. And of course with the home video market you saw the rise of OVAs
