Vegeta has never been the toughest in any arc since Namek.
Even in Namek, Krillin and Angry Gohan ended up doing more to Frieza than he did.
In the Cell Saga, he loses to androids, then lets Cell evolve and gets destroyed. Even though he's still probably the third strongest in the fight vs Perfect Cell, he has nowhere near as much power as Goku or Gohan.
In the Buu saga, he's extremely weak. The only way he becomes part of the top 3 strongest warriors is with the Potara Earrings, and during the final fight with Kid Buu, he breaks the fuck down and stops fighting completely. Gotenks or Gohan would have been much stronger in the same situation.
I've only seen a couple of the movies (Broly, Turles, Garlic Jr.) but in the Broly one he bitches out almost as much as he does in the Kid Buu fight.
This is part of a bigger pattern though. Ever since the Frieza saga, he just turns into a giant pussy whenever he fights anyone stronger than him.

I really doubt that he gave a fuck about humans in general, since he seemed to have no remorse about slaughtering innocents just to get Goku to fight him (even though he was under "Mind Control", which was really just awakening what was already there).
