Multiple reasons.

First, the pacing is kind of slow. Not Bleach, FKMT, or Ippo slow, but still pretty slow.

Second, while almost no story arc is totally irrelevant, most of them are only vaguely related to the main story arcs.

Finally, there have been so many characters and subplots set up by now, that it would take a huge amount time to satisfyingly resolve them all even for a more efficient author. I don't think it's even physically possible to finish the series in less than 4 years without abandoning plotlines and skipping almost every fight.

Did the Thriller Bark anime arc have a lot of anome-original filler content or something?

It feels that way to me, many of the characters behave uncharacteristically.
Luffy keeps punching at Moria's shadow again and again, even though he knows it doesn't work, he's normally more inventive than that.
And when Moria runs from him, it feels like the anime is just crating filler content to drag things out. You would think Luffy would go Gear 2nd on his ass, but he doesn't, he just runs towards Moria at normal running speed, he doesn't even sling his body towards him to gain speed.

This is completely unlike the Luffy we know.

And also that inventiveness and creativity with fruit powers make the difference for New World paramecia users

However Cracker's power feels like weird for some reason
Its like the 'I clap/get hit and my arms double' gimmick that was first presented, although coming from a jap pun, felt underwhelming and weak for a Sweet Commander and Oda had to add up the clone thing to make up for it
Plus, even if hemakes and controls biscuits there are two things that dont make sense:
1.The fact that he creates clones out of biscuit that he is able to control at distance while imbuing them in haki from afar
2. That when he claps/gets hit it creates perfect biscuit limbs. If he has to create said limbs from biscuit to begin with, getting hit should create a biscuit for him to craft, not a limb

I know this is no science stuff, but I feel there are major inconsistencies with his powers, some shit doesn't add up
But well, maybe Oda is running out of consistent DF ideas

I think the significance of her death was to show us "thats how that works" and "thats how they got a DF to decide what to do with" both of which would be highly significant to the plot.

There's other characters in Alice in Wonderland. Like the Dodo. Thought long dead. Now leading a race of everyone chasing each other to get dry first but the only one coming out on top is him. It could be a caucus race, OR, an arms race. There's a power vacuum and the only ones on top right now are the Marines, and Blackbeard. This whole mess with Big Mom and Kaidou, maybe it's all unconnected, but both sides are gearing up for fear of the other. And when they clash, it's unlikely either will be a winner.

And what's after all that mess? The mystery of how she survived. I talked about logia awakening half-heartedly, (no pun intended) but we are dealing with a power we don't understand, if we assume Monet was able to save herself. Oh wait, wasn't there a guy who knew a lot about devil fruits? And isn't that where those children she was defending going to? And then the mystery of the astronomical equipment, all the little hints about the moon (which, if we're in a comic where 'Mr. Prince' was a plotpoint, we can't ignore anymore) that's saying we've got to go to space somewhere down the line.

It all comes back to her, but instead we'd like to just jump to the spastic electrical attack girl, or Nami suddenly mixing up her whole weapon selection. But hey, god forbid I'M right about something.

Creating actual snow would probably unlock a lot of potential for Nami alone to augment her style.

That would be a very cleverly thought out and creative pay off for Nami. Nami can make weather already. If it was a weather-expanding fruit, sure, but heat + snow = melted snow, electricity + snow = melted snow, and cold weather + snow = fucking snow. She's not going to be making constructs and then coordinate them with weather patterns.
And another thing, we just had the Strawhats starving on a boat for four goddamn days. If there was ever going to be a moment where the Strawhats were going to find the fruit on the tree, it was right then, and that was after a whole bunch of weeks had passed.
