Well, the arc starts with Reigen suddenly calling Mob when he's hanging out with his friends, and when Mob protests Reigen says that his friends are just using him and that he should dump them and just work for him, which is a pretty shitty thing to say to someone like Mob. To be fair, Reigen probably WAS concerned for Mob, but with the wording he used it just came across as selfish.

It is the best arc, Reigen's fuck up notwithstanding.

There is an arc that feels a bit battle shonen-y during its second half, but there's also another arc that has no fighting whatsoever. So don't worry about it.

As for your second question, personally I think it's pretty much a perfect adaptation of the manga in pretty much every way. The manga is still worth reading for the omakes and just to see ONE's paneling and composition in general, but the anime is almost flawless.

I don't know if this has been been brought up before, but I found about this panel discussion held by Urasunday which ONE took part in. I'll post it in case someone's interested. It was held at Manga Salon "Trigger", Shibuya, in July 31st, 2015, just before vol.10 of Mob Psycho came out. The participants were ONE, Ise Tomoka (Who had just finished "Choueki 339nen (339 years' Penal Servitude)" and graduated college that year), and the editor-in-chief Ishibashi Kazuaki.

How they come up with ideas for their stories and characters:

He decided that the manga he was going to serialize at Urasunday would be a story about a character who's not tough like Saitama, but has problems like a mid-schooler and struggles on with life, sometimes making mistakes on the way. Reigen would appear as a character who bullshits and influence this protagonist. This is how Mob was born.

Tsubomi is just one reason why Mob didn't want to use his powers before ONE retconned Mob's backstory to give him a more serious reason to not use his powers. Re-read the manga, particularly Reigen's arc.

Bullshit aside, Tsubomi's only purpose is to motivate Mob to join the Body Improvement Club which kick starts the plot and Mob's character development. But she doesn't actually care about Mob and I don't care enough about her to give a shit anyways. Tsubomi, is just a plot device like every other girl except for the eccentric Teru who at least interacts with Mob for more than a few seconds every 50 chapters.

I don't want to believe that Dimple isn't in full control of the broccoli because it makes the villain underwhelming.
