You know how Umbrella is fronting as a pharmaceutical company? Same deal except with these Japanese car companies, they want the best racer to win in their cars to make their brand known. But Bunta isn't just a scientist working for a company, he's the head geneticist on the project, in fact he chipped in his DNA to create these quasi-clones of himself racing on the streets. Takumi is the one closest to best Bunta himself, and considering that he too was a really good racer (naturally over time) a lot of this talent has gotten into Takumi, it's almost genetic memory you could say.
