It got a new design after getting reduced to powder, has seen in sanctuary, but between that, it remain the same.

Phoenix kept the Same Cloth up until his encounter with Shaka, where it was completely annihilated. After it reformed, it got a new form, but it stayed the same up until the end of the Posseidon Arc. Didn't change at all.

And then he come back here and he has a new Cloth. Like that.

It's true that Ikki's armor evolves at random times(because Seiya destroyed it yet it didn't evolve) but I suppose that's because as Ikki gets more powerful the armor can't stand his cosmos so it takes any chance to evolve.

Like when he barely touches Athena's blood and gets a divine armorm though that might be because Kurumada was rushed to finish the series.

So the more experienced you are, the less you do. Seiya and co. haven't been promoted to Golds yet because they always jump into action as soon as possible. Dohko, the most experienced Gold, barely does anything and even restrains the less experienced Golds like Aioria and Milo during the Poseidon arc.

Aiolos, the exemplary Gold Saint, went above and beyond the other Golds and died before the story began, thus ensuring that he'll never have to do any hard work aside from moving the Gold Cloth every now and then.
